Does the Left Provincial Hand know what the Right Federallie hand is doing?

Here is some good news I think. I wonder does the the Provincial Govt know about these Federallie initatives and is in accordance with it regionalization/Diversification plan NLFM.

West coast of Newfoundland

Cooks Harbour - This multi-year project includes extending the marginal wharf and reconstructing the finger pier. The wharf extension will be completed this fall while the reconstruction of the finger pier will be conducted over two years with completion planned for the fall of 2007. This project will increase berthing capacity and ensure safety for users of this harbour.

Black Duck Cove - Basin dredging is required to ensure adequate depth for vessels using this harbour. This project is scheduled to commence in the summer and should be completed by the fall of 2006.

Forresters Point - This wharf extension project will provide much-needed additional berthage and protection within this harbour. Planning and project design will be completed in 2006. Construction is scheduled for completion by the middle of 2007.

Barr'd Harbour - The existing wharf constructed of local untreated round timber has deteriorated over time and it is no longer able to serve the needs of harbour users. This two-year project involves replacing the old wharf with a treated timber structure complete with a concrete deck. Some dredging will also be done to ensure adequate depth for vessels that use this facility. This project is scheduled to commence by late summer and be completed in the spring of 2007.

Port au Choix - The finger pier wharf on the east side of the harbour has reached the end of its useful life and its condition has created safety issues within the harbour. Under this project, this structure will be replaced with a timber crib wharf. Project design and engineering are ongoing for this project that is planned for construction in the near future.

Rocky Harbour - The structures within this harbour are in good condition, however, they do not meet the needs of the growing fishing fleet. Under this project, a section of the basin will be dredged to ensure that the harbour is accessible to larger vessels and a floating dock will be installed to provide additional berthage for small vessels. This project will be completed in 2006.

Frenchman's Cove - The basin has filled in, hampering the daily activities of fishers who operate from this site. The basin will be dredged to increase the berthing area and to provide safe conditions for vessels and fishers. The project will be completed in 2006.

Black Duck Brook - This site will see repairs and improvements to the slipway. New timbers and decking will replace those lost due to wave agitation. The slipway will also be extended on each side to accommodate more users. Dredging in the basin will ensure access to the facility. The project will be completed in 2006.

Fox Island River - This project involves reconstructing a section of the channel sea wall, which recently collapsed as a result of wave action and erosion. An armourstone wall will replace the existing structure; the completion of this project will provide a safe channel for the fishers using this harbour. Work is scheduled to begin in summer of 2006 with completion expected in the fall.

Also, several projects that began last year will continue this season. This is the case for the wharf reconstruction project at Reefs Harbour, which will be completed this summer with the installation of the decking. As well, the wharf extension project at Anchor Point is ongoing. Furthermore, the multi-year major capital projects to construct a breakwater/wharf at Port Saunders and reconstruct the wharf at Port Harmon will continue in 2006.

Northeast coast of Newfoundland

Goose Cove - Existing conditions do not allow for adequate berthage during the peak fishing season. This two-year project will involve the construction of a new marginal wharf. This new structure will improve the efficiency of the harbour by providing more area for offloading and additional berthage. There will also be additional upland service area resulting from this project. The planning and design phase will be completed in 2006 with construction scheduled for 2007.

Conche - The existing stem section of the wharf has surpassed its life expectancy and is becoming a challenge to maintain. This two-year project involves reconstructing this section of the wharf and providing electrical, water and lighting services to benefit the users of this facility. The project will start in the summer of 2006 and should be completed in the spring of 2007.

Harbour Round - At this site, a small section of wharf will be constructed to reduce wave overtopping. This will provide a safer work environment for users of this facility. The project is scheduled to be completed in 2006.

Robert's Arm - This project involves reconstructing a wharf that has surpassed its useful life. Provisions will also be made for water and electrical services to be installed at a later date. This work will provide a safer, more adequate landing facility for users. The project will begin during the summer and be completed in the spring of 2007.

Triton West - Planning and design for a future harbour development project will be completed this year.

Moreton's Harbour - The timber cribs adjacent to the slipway have surpassed their life expectancy and will be replaced. In addition, work will be carried out to complete repairs to the gear storage area. This project is scheduled to be completed in 2006.

Bridgeport - The existing facilities are crowded and, at peak fishing season, pose a safety concern for users of this harbour. Preliminary design and geotechnical work will take place in 2006 in view of a future wharf extension project.

Twillingate - This multi-year project will provide safer and more efficient facilities for larger vessels. With design and planning completed in 2005, this year will see the dredging of the harbour. The construction of a new marginal wharf and extension of the finger pier will occur in 2007.

Fogo - The wharf deck has deteriorated through normal use, resulting in a safety concern for harbour users at this facility. This project will involve resurfacing the structure during the summer of 2006.

Joe Batt's Arm - To meet the needs of users, this project will involve upland improvements to enhance the functionality of the service area on the north side of the harbour. Work will be completed during the summer of 2006.

Musgrave Harbour -This project involves resurfacing a portion of the service area to accommodate the storage of vessels and other fishing gear and to prevent loose gravel from moving over the surface of the wharf. This project to maintain a safe working environment at this facility will be completed in 2006.

Carmanville - The existing concrete wharf surface has deteriorated due to heavy use. This project entails repairing a section of the deck and resurfacing the area. This project will be completed in 2006.

Cape Freels North - Local fishers have expressed concern over the dangers of manoeuvring vessels through the harbour entrance during stormy conditions. A rubblemound breakwater will be constructed at this harbour to provide users with safe access to the facilities. Construction will take place over the summer months, with project completion planned for the fall of 2006.

Centerville - Basin dredging will be performed at this harbour. This harbour has experienced considerable in-filling, thus rendering the wharf and floating docks inaccessible during low tides. A barge will be used to remove approximately one thousand cubic metres of material in the vicinity of the wharf. Work will be completed in 2006.

Dover -The existing untreated timber wharf has surpassed its life expectancy and is unsafe for users. The wharf will be encased with armourstone, thus creating a breakwater to provide protection to the floating docks located on the inside of this structure. This project will commence in the summer and be completed by fall 2006.

Summerville - This project will involve the completion of repairs to stabilize the community stage to enable the backfilling of an area between the roadway and community stage. This will provide additional service area within the harbour for those involved in the harvesting and processing sectors of the fishing industry. The project is scheduled to be completed in 2006.

St. John's (Prosser's Rock) - A two-year wharf construction project will take place at this harbour to expand the Prosser's Rock small boat basin. Planning will take place in 2006 with construction to be completed in 2007.

Petty Harbour - The existing marginal wharf has deteriorated over time. This project will involve repairing the wharf on the south side. This project will commence in the summer with completion expected by fall 2006.

Happy Adventure - Initial project planning for a potential breakwater/wharf construction project will be undertaken this year.

Several projects that began last year will continue this season. The ongoing breakwater construction project at the busy harbour of La Scie will be completed in 2006. The project at Valleyfield, to extend the finger pier in order to provide additional safe berthage and offloading areas and also provide increased protection to users of the floating docks, will be completed in 2006. Also, the ongoing wharf reconstruction projects at Cannings Cove and Fleur de Lys will be completed by early summer with the installation of the wharf decks, providing fishers with more efficient berthage and offloading areas.

South coast of Newfoundland

Conne River - To meet the growing needs of fishers in the area, a finger pier wharf will be constructed. This two-year construction project will begin in the fall of this year, with completion expected in 2007.

Pool's Cove - An area of waterlot property will be infilled to create more upland space to relieve congestion within the harbour area. The construction of a new marginal wharf will provide fishers with adequate space to unload their catch and gear. Additionally, a service building will be constructed and two floating docks will be installed. This project will be completed in 2006.

Fortune - To reduce harbour congestion during peak seasons, a finger pier wharf extension project will take place at this location. Planning and geotechnical studies will take place this year. On-site construction is planned for next year with completion expected in fall 2007.

Lamaline - Over time, tidal action has caused infilling of the basin and channel areas. At this site, dredging will take place to ensure users have safe and adequate access to the harbour for years to come. The work will be completed in 2006.

Lord's Cove - This project involves repairs to the existing slipway. A number of wooden beams and deck planks that have deteriorated over time will be replaced and some concrete work will be carried out. The completion of this work will ensure harbour users will have a safe structure for their vessels. This project will be completed in 2006.

Baine Harbour - A number of facility repair projects will take place at this harbour this year. The crib and approach leading to the existing floating docks will be stabilized using rip rap and the upland area adjacent to the main wharf will be expanded to accommodate a new building for the harbour authority. Repairs will be made to the existing slipway and new concrete launchway will be constructed. These projects will commence in the summer and are to be completed in the fall.

Davis Cove - Planning and design of a wharf extension project will be undertaken this year with on-site construction to be carried out in 2007.

As well, the ongoing marginal wharf construction project at St. Lawrence will be completed this year.

Labrador

L'Anse au Clair - A sea wall will be constructed on the wharf to ensure that vessels and fishers are adequately protected from wave action. In addition, the existing armourstone barrier will be reinforced to further protect this harbour. This project will be completed in 2006.

The ongoing harbour improvement project at Charlottetown will be completed in 2006. Floating docks are being installed in this harbour to accommodate smaller vessels. Furthermore, the wharf reconstruction project at St. Lewis will be completed this year, thereby providing fishers with safer and more efficient berthage and offloading areas.

If the Federallies and Premier Williams have been in consultation on Diversification/Regionalization then this is the view of the future. Great opportunity to get in on the ground floor and invest, because as sure as God made little green apples the fishery will return.
