Federal job vacuum

Ottawa is benefiting most from the recent growth in federal jobs, with the Atlantic region faring worst among all provinces.

That’s according to briefing papers prepared for federal Treasury Board president John Baird earlier this year.

“Federal government employment growth has been more pronounced in the National Capital Region than elsewhere in the provinces and territories due to greater emphasis on policy, centralized service delivery, and devolution/outsourcing,” note the documents, dated Feb. 24.

The Telegram obtained the papers under federal access-to- information laws.

While the documents may not exactly contain stop-the-press surprises, they bolster the view among many that this region is faring the worst on the federal jobs front.

Ottawa-area jobs grew 21 per cent between 1999 and 2005, compared to nine per cent elsewhere, the papers state.

As a result, 31 per cent of all federal employees worked in the nation’s capital in 2005, up from 29 per cent in 1999.

The number of workers had plunged in almost all regions between 1991 and 1999, as a result of a program review that resulted in job cuts.

According to a chart provided with the briefing papers, the Atlantic provinces lost more than 20 per cent of their federal jobs during program review in the 1990s.
