Federal DUCKS all in a ROE By Averill Baker
Sermon on the Summit
Averill Baker

The Packet
When I think of the Summit, the Sermon on the Mount comes to mind. Whosoever shall smite thee on thy right cheek, turn to him the other also. Love your enemies, pray for them that persecute you.
That’s the only explanation for the results of the recent Summit. On the way into the Summit the federal Minister of Fisheries said that the Summit was not about anything within the responsibility of Ottawa.
Participants from the government, political parties and unions all did not even mention the responsibilities of the federal government.
In other words, the major participants in the Summit believe that the federal government is innocent of wrongdoing in the present crisis in the fishery.
By thy actions ye shall be judged.
Who is singly responsible for management of the fish in the ocean? The answer is the federal government.
Who gave management of eight key species of fish around this province to 17 foreign nations to manage right up to the high-water mark today? The answer is the federal government.
Who in the last five years gave permanent access to foreign nations to drag the nose of the Grand Banks for shrimp, destroying our turbot spawning grounds, against scientific advice, for the first time in Canadian history? The answer is the federal government.
Who sits down once every year with 16 foreign nations to approve the annual quotas to allow the foreigners to drag the bottom of the ocean on Newfoundland’s continental shelf?
