Addednum: Shipping/Aircraft controllers Automatic Identification System (AIS)
Automatic Identification System (AIS)

Found out the name of that new system that tracks ships similar to Aircraft controllers. Fishing inside the 200 mile limit or on our continental shelf should be a thing of the past at least un punished with a system like this. Unfortunately Canada doesn't want to stop the illegal fishing IMHO because they aren't willing to put up with the back lash from foreigners.
What is AIS? Automatic Identification System (AIS)
AIS is a shipboard broadcast transponder system, operating in the VHF maritime band, that is capable of sending such ship information as identification, position, heading, ship length, beam, type, and draught, hazardous cargo information, to other ships as well as to AIS Base Stations operated by a competent authority. It is capable of handling over 2,000 reports per minute and updates as often as every two seconds. It uses Self-Organizing Time Division Multiple Access (SOTDMA) technology to meet this high broadcast rate and ensure reliable ship-to-ship and ship-to-shore operation.
Harpers statement on Overfishing and Custodial management. I would think this AIS would be a top priority if he wanted to stop the foreign overfishing. Not extending EI benefits as a stop gap measure untill the Last NL'ian leaves enabling Canada to utilize the fishery as a bargaining chip in foreign trade talks for Central Canada.
