Water, Water, every where, and not allowed to fish. By Averill Baker
Water, water, everywhere and not allowed to fish. An island surrounded by the Atlantic Ocean with hundreds of small communities on its shores, and nobody is allowed to enter upon that ocean and catch a cod or flatfish to eat.
Is there any other place on the planet earth like this? Is there a country, or province, or protectorate, or state, where the people living on the shores of an ocean are not allowed to catch a fish to eat?
