Littering and cell phones

Littering should be policed by the public with cell phones. Signs should be updated with toll free number (crime stoppers could be used) for reporting litter bugs licence plate numbers.

The fine should be 10,000$ or 100 hours of community service 100 bags of litter (clean up litter along highways).

If someone contests a charge and is found guilty the DNA testing expenses, would also have to be covered by the guilty party. Lots of DNA on those chicken bones and napkins!

I just threw out the 10,000$ as an arbitrary number. Personally I'm in favor of the community service punishment. The shame that would go along with it at having littered on public property.

Besides those that have money wouldn't feel the hit half as much as the poorer people. But the richer would feel more shame at having to pick up theirs and others garbage in a public arena. So they should.

My main point I was trying to get across was that cell phones with signs advertizing a number to report licence numbers would make for realistic enforcement. I'm unsure about crime stoppers being used for this but it was the only organization I could think of with the resources in place to accomplish the task.

MAybe even public disgrace with newspaper piece on charge?

Yes maybe even just have the police ask them to go retrieve their garbage.

The police would have to be involved in order to have access to licence plate information.

Good point the signs should have criteria to report.

IE:
Licence plate number.
Location.
Time.
Pick up and deliver garbage to police for investigation.
